American Consul General reports that he has been

instructed from Washington to furnish fortnightly full

reports as to munitions passing through Hong Kong namely

amounts and kinds and countries of origin and destination.

I do not see how this could be accorded to him and refused

any other Consular representative and I suggest either

that I decline or reply that the question had better be

raised in London. I should be grateful for your instructions.
